I solved my problem
what i did in my solution:
flash:
1.open (Rockchip Batch Tool v1.7_tested)
2.hold volume down and power on until sound pop up then
browse the driver in the Rockchip Batch Tool v1.7_tested folder
till the phone connected and change the color of the prot to green.
3.browse the (firmware -fw_NT_SKYII_MK2_v4.1.1_(19.01.2013))
4.upgrade

root:
1.mobile on and connect to usb debug mode.
2.open (Eroot_V1.3.4_tested) and root.

instal CMW:
1.open (rk29xx wipe all)
2.off mobile
3.hold volume down and power on until sound pop up then
browse the driver if not installed.
4.open (rk29xx wipe all) and uncheck all and leave recovery option check,
browse CMW and run.
